Which city/country has the best support system for homeless people?

I’m thinking of either state support or just a lot of charities or private organizations that help the homeless. Does anyone know which cities or countries are best at providing one or both kinds of support to homeless people?

Are you homeless? Is this a question for some sort of project for school, an organization, or other?
Flutherites have asked him/her that, but, @starbux hasn’t given a response.
They are actually good questions. I just wish they would say if they are researching a book or actually about to be homeless. Both are equally valid.
In Oregon you will get 161 dollars in food stamps per month if you are homeless. Other than that you are kinda fucked. We have some homeless shelters and I have stayed in them. I would rather sleep outside. They are horrible.

I take back what I said earlier…This is question makes # 6 that user has asked and not returned to.
Maybe @starbux is planning on where to move to, to be homeless…
In the late 80’s and early 90’s, San Francisco was the mecca for American homeless and mentally ill turned out of institutions.
