How do you Get Tal Rasha’s set in Diablo 2 LoD? I’ve been trying for years and have never been able to get the whole thing.

No idea.
Are you playing on Battle.net? Because then you could barter for the items needed to complete the set.
Is you character a sorceress? If not, you can’t complete the set.
Otherwise…blind luck and/or lots of topazes/MF.
I like the Arreat Summit for finding info about LOD, including sets and other unique items.
Hmm, maybe I should have left this unanswered for a week or more so I could have “discovered” a cool award! :P
what?
and not on battlenet, and when i was they never traded for anything i had. and yes, a sorc. ice sorc.
Which parts of the set are you missing?
The amulet can be found just about anywhere on Normal (however, the best place is from Blood Raven on Normal), but other items, like the armor, are going to require repeated runs in acts 4 & 5 of Hell. (I think Baal may have the best drop rate for that piece.)
How much magic find do you have?
The more you have the better, however, make sure that you can still kill stuff.
Example:
If you have 500% MF and it takes you 5 minutes to do a Meph run, or if you have 300% MF and it takes 3 minutes to do the same run, then go with the lower MF simply because you can do more runs in less time.
Either way, having a decent amount of MF coupled with knowing where to look can substantially increase your chances of finding that drop you want. But please note, a “good” drop rate on set items still only gives somewhere around a 0.5% drop chance so it’s a process.
(Actually when an item type drops it has a 90% chance of being magical, 10% chance for rare, a 0.1% chance of being a set item, and a 0.05% chance of being unique.)
Good luck & happy hunting.
Pretty much increase magic find and get really lucky. Also increased difficulties have better loot drops.
