Why would Nanogen's Scalproller work?

It claims to:
Increase penetration of topical products
Fade the appearance of scars
Be involved somehow in PRP therapy?
And may even start new hair growth.
Does anyone know how any or all of these would be acheived?

Makes perfect sense and there are studies backing up the research behind it, would be good to see a clinical trial on it.
