Why would the FCC Reduce control over commercial length but not content?

The FCC has eased control to the point that at least fifteen minutes of every hour is spent on commercials. They go so long that I will often forget what I was watching. The FCC’s control over content is still as strong as ever. Regardless or the content of the show they are sponsering, language, dress, and product have to fit in very narrow confines.
