Does a citizen have to obey all orders given by a cop?

I was watching a police show and a policewoman had pulled a driver over and asked her to not user her phone, but the driver refused to do so. The cop asked her again and the driver said “Is this the law?”. Is it the law for a citizen to obey all orders given by police? What if the police ask for something inappropriate? Such as the situation in the movie “Crash” where the cop fondles the man’s wife? What would happen in this situation as well as the original question?
