Recommendations for scrapbooking software?

Not often I need software help… but scrapbooking is something I know nothing about.
Photoshop Elements® has been suggested to me, but that seems more like a generic toolset than a complete solution. And perhaps GIMP would be better for that purpose.
Digital scrapbookers, what do you use and like? What do you suggest for a person adept at working with physical media (paper, cutting systems, stencils, etc.)?

A Cricut machine with DesignStudio?
Actually, PSE is a complete solution. You can do everything from cropping to cutting to masking to shadowing – everything you would do in traditional paper scrapbooking can be done in PSE. I’ve been digitally scrapbooking for 6 years now and I started in PSE. I moved on to Photoshop proper because I wanted to do things that I couldn’t do in PSE – like creating text paths and the like – but PSE is awesome.
Just to give you an idea about what you can do on the computer with PSE/PS, here’s a link to my online gallery. Everything you see has been done 100% on the computer.

Creative Memories has a great product I have the memory manager (to save all my digital pictures in various folders by date, event or person) and storybook creator is where you put your pictures into design layouts that are already preset or you can make up your own…you can print them at home (small ones) or pay to get soft and hardcover digital books printed…and no I don’t sell it…i just love the whole concept…
