What is this video editing effect?

Background: The elegantly loquacious Hip-Hop DJ Jay Smooth (John Randolph, Ill Doctrine) has a wonderful YouTube page with videos that open your mind, tickle your funny bone, and seemingly draw words right from your own arguments. Is best known video is this one which explains how to tell people that they sound racist. If you don’t already know his work, I recommend you check it out.

Question: Jay uses a really neat video effect to begin and end his videos, similar to iMovie’s “Newspaper” effect. It might just be a transition I haven’t discovered, or some really obvious effect that’s lurking in my preferences, but at any rate I’ve yet to figure out how to use it. I’d love to get my hands on it…

Does this effect have a name? And, is it standard on Final Cut?

seems like its just a desaturate filter and levels/exposure adjustments.

the dots are like a comic book effect.

combine that with a luma key and layer some other vides like that on top and spin them round
