Is there any place on earth i cannot send a text message?

I am not talking about the jungles or rain forrest. i am talking about the worlds big cities around the globe. are there certain countries that forbid text messages, like Iraq?

As the use if Twitter in Iran proved mobile reception can be cut off. Only a few weeks later a demo in china resulted in mobile phone signals being disconnected. Your power to text could be taken from you at any time.
