How do you enable a camera?

How do you enable a camera. It’s the camera that you have built in to the computer. The laptop is a Dell Latitude E5400 Laptop you can look at it at: http://www.dell.com/us/en/business/notebooks/laptop_latitude_e5400/pd.aspx?refid=laptop_latitude_e5400&s=bsd&cs=04

The camera was disabled, how can you enable it? Thank you!

If your computer comes equipped with a camera, you should be able to access and enable it through the windows control panel.

some computers dont have software already installed to work with the camera…actually most of them dont. just install Skype or something else in order for it to work
