Why are the tortilla companies sneaking smaller tortillas under the larger ones?

It seems like the last few times I’ve gotten a package of tortillas, the innermost ones are smaller than the outer ones. The two on the top and bottom of the package are full sized so I didn’t notice while purchasing them, but when I get home, I notice the inner ones are smaller (usually an inch difference in diameter, sometimes more). When I go to make a quesadilla, it’s a mess because of the odd sizes.

Has anyone else noticed this? I am just going crazy? Is Big Tortilla just out to get me?
