How can I find someone in The Netherlands from the United States?

I lost contact with someone 15 years ago and would like to find her, but have no idea how.

Here is a forum for finding people in the Netherlands.
Are you prepared to shell out some dough? A procedure like this will cost money. Anyway, try some of those online people searches. Talk to other contacts who know this person (if you have such contacts). Or there’s always the more romantic option of a private detective.
Or you could try looking in the Netherlands section of the white pages.

Facebook?
There’s also a Dutch Facebook alternative called Hyves, which is rather popular here. I think most Dutch people who are not on Facebook are on there. Certainly worth a try.
Here‘s another option: a web version of a Dutch phone book.
I found a long lost penpal in England by writing to her last address. Turns out the postmaster asked a neighbor, who knew what her new address was. Have you tried that already?

I don’t know how old you are but isn’t the internet amazing? Can you imagine how many days and weeks would have been involved to even begin this search 20 years ago? And within minutes a person can begin such an undertaking like this. Blows me away sometimes. Gives me gratitude for the technology and the men/women who brought it to us.
Thank you all for the responses. I will try some of those suggestions. The technology is great, but you have to know how to use it. Which is not so easy for me. LOL
@SeventhSense It sure makes my life easier. Before I had to go to the library to do research.
^exactly…take 2 hours to even get the attention of the reference librarian..wait until she adjusted her bifocals….pulled some ancient sources off the shelf…leave with a half dozen phone numbers of out of business references…repeat at a different library…and on and on
