Ambrosia Software makes a program called iToner that lets you do this.

I use it, it’s great.
Not only that, but when Apple does an iPhone update that breaks third-party software (as they like to do), iToner busts their butts to fix it with the new firmware and gives their customers free updates. Hopefully that will no longer be necessary when Apple releases the SDK.
Mac users can also try the included GarageBand software; the latest version has the ability to export any audio song created/edited in GB into iTunes as a ringtone. It’s up to you to break ‘abide’ by copyright laws though.
Another vote for Garage Band. It won’t get kicked out of the process in future updates.
I just gave iToner a try per Dorkman’s suggestion. I worked well. I’d rather go GarageBand but I only have the older ver. of GB and I’m not paying $85 some-odd bucks for iLife so I can get the new GB to make ringtones. $15 for iToner is reasonable.
Thanks for the suggestion Dorkman! :)
