There have been many, many more kings than ruling queens so the answer would ipso facto have to be kings. There have certainly been some very powerful ruling queens but the numbers just don’t add up.

Kings. It’s been a patriarchal system since forever.

Despots and dictators. They’re both equally powerful and adept at running their domains until the United States invades their countries and relinquishes them of their power.

“I know I have the body of a weak & feeble woman, but I have the heart & stomach of a king,& a king of England too.” Elizabeth I. That quote puts her up there with the best of them for me.Rock on Lizzy!

Henry VIII would suggest the King did. Through out history, the world has been disproportionately patriarchal.

The women behind the Kings, of course.

What @janbb said. There have been more Kings than Queens so by default the answer is Kings.
However, there haev been some incredibly powerful and savvy Queens, and considering that they generally were “up against it” so to speak, having to battle not only the regular problems of kingship but also the prejudice against females, one could postulate that the individual Queens have an excessive amount of power, or at least excessive skill in maneuvering through the rocky shoals of the politics and sycophants of their day.

Queens. Then the Kings take it out on everyone else.

Simple, ‘Queens’.
Queens had the power to dominate, had their words come true by kings.
