Why can i only see dust motes in sunlight or incandescent lights?

Why not in Fluorescent ones?

I’m assuming it has something to do with the angle of incidence. You have to be properly aligned to see them in sunlight or incandescent light, Since the photons from a fluorescent light emanate from the whole surface of the lamp, not just one point, perhaps you have not yet found the trick of aligning the illumination properly with respect to your eyes and the motes.
Those are UFO’s not “motes.”
