Some pastas have numbers. What do those numbers signify?

After a tour of Rome last summer, and lots of pasta consumed, I figured out that pasta has these numbers on it. I suppose its size, but does it mean anything else? Why didn’t american pasta companies keep up with the pasta numbering?
