I just want to buy the album cover or sleeve that the records come in. Am I even using the right terminology? Preferably without the record and for a dollar or two a piece at the most.
I want to make art work out of them.

Are you looking for certain albums? You might be able to get random album covers if you go to a record store and ask if they have any sleeves of albums that were scratched or broken. You will most likely not be able to get certain albums that you want unless they happen to be in one of those piles.
At one time, album covers were a very hot collectable. They probably still are to a certain audience. Go to yard sales and flea markets. You may have to buy the whole album, but you may find what you are looking for at a reasonable price.
If you just want random ones from shitty bands (these are best for art projects) you can get them super cheap at thrift stores like Goodwill and St. Vinnie DePaul. They are like a buck and you can even use the record inside to make a bowl.
@johnpowell beat me to it.
I’ve gotten some really awesome, obscure records at thrift stores, mostly for the covers. One I got was called “Enchanted Gypsy Music,” and it had this vintage style painting of a gypsy woman. It was reallllly old, too.
