Does anyone know where to find congress's discussions that helped end the "Barr Amendment" (Medical Marijuana and DC)

Medical Marijuana was approved in Washington DC about 10 years ago by a 69% Vote. Unfortunately, republicans in congress at that time did everything in their power to block what the people wanted, and lucky for them DC is controlled by congress. They passed an act nicknamed the Barr Amendment blocking the law from going into place. Early this year the Barr Amendment was finally taken out of place by congress and Medical Marijuana is now legalized there. I’m looking for congress’ discussions that led up to this, does anyone know where i could find them ? Thanks !

Try Library of Congress’s THOMAS [legislative activity organized and searchable by year or congress number] and also NORML http://norml.org/
