Can colons be used at the end of a Heading?

In writing policy and procedure guides I often see a colon at the end of a heading such as:
Discussion:
or
Resources and Services for Young Mothers:
Then a paragraph of normal text follows. Is this correct?

I am not an English major but I do quite a bit of reading and I find this used often and therefore would say it is acceptable.
I would only use a colon in a heading if I were going to follow it with items in a bulleted or numbered list. If I were going to follow it with a paragraph of text, I wouldn’t use a colon. The colon represents more of a connection between the heading and the text than would be valid in that case.

Yes. Except when:
1). It isn’t appropriate.
2.) You run out of colons.
