What's this icon mean on Skype?

It pops up every now and then for this person, sometimes when they’re offline too. I haven’t really been able to find any answers through google but a theory a friend of mine had was that it meant they were in a video call with someone else.

Any ideas/answers?

It means the person has enabled video chat, not that they are necessarily in a video chat, just that they have a webcam and have video chat enabled with skype.
