Is there a program to run a .dmg file on a windows?

If not, is there any form of the iPhone sdk for windows?

No. Apple will not be catering to Microsoft Windows. Even PPC macs are out of the loop (can install but can’t build).
This is actually two part question.
1) Yes, you can open DMG files on Windows, there’s a few programs out there that will read them and the HFS(+) file system Macs use (try this search).

2) There’s no iPhone SDK for Windows or PPC Macintosh so even if you do get the software and open the DMG file it won’t do you any good. Dirty huh?
MacDrive from MediaFour will mount .DMG files.
i’m pretty sure that you can use MAC DRIVE 7 to use both mac formatted external hard drives and .dmg files
You can rename the .DMG file with .ISO extension, I think it will work.
Apparently, while not supported by Apple, folks have figured out how to get the iPhone SDK up and running on PowerPC Macs.
Meh, I figured that out on my own. The packages are in the sdk. The catch is that you cannot build – I get a “wrong architecture” error.
@squirbel, whoops… you did say that, didn’t you? My bad.
A .dmg file is just a disk image file – you can probably open it on Windows, but you won’t be able to run the software in it, so what’s the point?
