What does "must be received by June 7" mean?

“Entries must be submitted online by June 7.”
Does this mean that they have to be submitted online by 11.59pm on June 6, or any time on June 7?

I’d say before the end of office hours on June the 7th.
I would say the cut off is 11:59PM server time on the 7th. My old CC company had the cut off for online payments at 11:59PM. Once I got nailed for late fees because I payed my bill online at 10PM PST but it was 2AM the next day for the server where the actual transaction took place. I was was slightly pissed.
Moral of the story is get to work on it and send it off as soon as you can.
“Submitted online” I’d agree with @johnpowell. But don’t forget to account for time differences. I’d just have it in by the 6th to avoid being disqualified. It’s their call not yours so why cut it so close.
Generally it would mean close of business on June 7. Otherwise, it would say “before” June 7.
“Due by” and “received by” have different meanings. “Due by” means that if it’s mailed, or at least postmarked, by the due date, it is acceptable.
This has ramifications mainly in contract law. Saying something must be received by a certain date likely just clears up any ambiguity.
