It just means that I’m never gonna give you up, or let you down.

The “joke” is being duped into clicking a link you think is going to be one thing (say a porno clip, or something equally ‘fun’) but what you actually get is the cheesy-as-fuck 80s music video Never gonna give you up by Rick Astley.
Falling for the joke = “Rickrolled”.
The most epic rickroll I have heard of was done by Youtube. One day they routed all videos to a rickroll.
It just is a “gotcha” if you fall for a rickroll once you realize what it is… I have done it.
@Arisztid The best was at the Thanksgiving Day parade. Rick Astley came out on the float and sang the song for the entire parade, and the people watching at home.. He won the rickroll award.
All I can say is thank god I never saw this video back in the day…Or I might have puked up my happy hour drinks on my power suit with the enormous shoulder pads. And no one would have held back my big hair for me either.
The “groovin bartender” is almost as lame as the dancing shadow.
