Does Grand Theft Auto: San Andreas for the PC come with a level editor?

I usually prefer to buy games for my XBox because I don’t have to worry about compatibility or performance issues. But I also like to play around with the internals of games. Games like MS Flight Simulator and Train Simulator come with terrain and level editors on the game CD, but only for the PC version (it’s near impossible to use complex software like a terrain editor without a mouse and keyboard). So I’m wondering if the PC version of GTA:SA comes with a level editor; I’d buy it not so much to play the game, but to play around with the level editor.
