Can a passport be renewed as a passport card?

My passport expired just a little while back, and I’d like to have it renewed. I have no intentions of going any further than Canada in the next few years (at least)... so can I apply for the passport card as a renewal? Or will that be considered a new application since I’ve never actually had the card before?

When renewing a passport, the applicant must submit the following:

Form DS-82 (Application for U.S. Passport by Mail) – This form is used to request the renewal of a passport book, passport card, or both. It may be completed online and printed, downloaded from the DOS website (.PDF document) and completed by hand, or obtained from a passport acceptance facility.
Proof of Name Change (if applicable) – If the applicant’s name has changed from the way it appears on his/her citizenship documents, proof of legal name change, such as a marriage certificate, divorce decree, or a court order is required.
Two Identical, Recent Photos of the Applicant – Photographs should be two inches by two inches in size, showing a full facial view of the applicant against a light background. These can be made at most photo shops by asking for passport photos.
The Applicant’s Most Recent Passport – The passport book and/or card must have been issued at age 16 or older, in his/her current name (or with proof of name change), undamaged, and issued within the past 15 years.
All Passport Application Fees – Please verify the acceptable forms of payment, as well as the applicable fees.

I recently renewed my passport at the Post Office. It only cost 75 bucks for the renewal. They say it takes about 6 weeks for you to get your passport but it really only takes about 2–3 weeks. However I got mine in Feb. If you try during the summer months it will take longer to process because a lot of people travel in the summer and decide to do it then. Or just before the holidays.
So plan ahead.

Do you want a card because it is cheaper? I know you did not ask this, but I think if you are going to go to any effort to apply for any sort of passport, go for the one that will get you in everywhere. You may not be expecting to go anywhere else, but if suddenly an opportunity comes up you will be glad you have a passport. It isn’t very expensive and is good for 10 years. I don’t understand why people don’t have passports.

@JLeslie yes, it was the cost that appealed to me. Apparently I have to start over anyhow, because my original passport was issued to me before I was 16.

@TheOnlyNeffie How much is the card? I really encourage you to get a passport. If you get the card, and later need a passport it will wind up being more expensive in the end. Are you ove 18? Will it be good for 10 years? TEN years. Think about it. You could be getting married and wanting to book a honeymoon in Aruba, or a cruise that goes to international ports.

The card is relatively cheap, I think it said $45. Whereas a new passport will be closer to $135, and I was hoping to get one for both myself and my husband. I may spring for the passport now that I realize it can’t be renewed. We were just hoping to join my family on a weekend trip to Canada, so I thought the card would be economical and convenient. Also, I believe the card is good for any travel by land or sea – it just isn’t good for air travel.

Oh, the price went up. I don’t remember paying that much a few years ago. I think I paid $85? Not sure.

From what I understand the card is only good for Canada, Mexico, Caribbean, and Bermuda. If you take a cruise to Belize, no good.

Personally, I think the card should be enough for everywhere. It has all of the info on it, but I guess some countries are not techy enough, so they still want to stamp a page? I’m just guessing.

The price just went up today, actually. I think that may have been specific to Ohio.. but I’m not certain.
You may be right about the card… I didn’t read up on it very much. I really only wanted something quick so that we could join them on the ride up to Canada. I haven’t been up there since they’ve started requiring a passport, and had completely forgotten about mine until now.
