The guest judge on Top Chef tonight looked just like a bit character on The Family Guy. Who is that character?

I was watching tonight’s Top Chef episode with some friends. When the guest judge appeared on screen, we all simultaneously exclaimed that he looked just like a small character on The Family Guy. Any idea which character this is? It’s killing us!

Is it the guy near the bottom of the picture in pink and green? I don’t know who it is, but with the visual aid, someone else might.
