What do you think of Police Community Support Officers

I’m sure there are some good reasons for having them, but I’m still not sure what they’re actually allowed to do. Aren’t they basically just police officers that can’t arrest anybody? They always seem to be accompnied by real police officers, which makes me think they’re not much use
