Is exclusive in-game content shared with all of the users on a single xbox 360?

If I were to purchase a game for the xbox 360 that provided exclusive in-game content, (in my case, Halo: Reach limited/legendary edition), would the content be shared with all of the users on that xbox? Or would it be limited to only one user?

unfortunately i think it is limited to that user on the xbox otherwise it’d be possible to gameshare and from what i hear thats illegal on 360…. thats why i have a ps3, anything my friends have i have too.
