Do mods know WHO flagged a post?
Or just that it was flagged?

Yes – they can see who flagged it.
Yes and we also see any notes the flagging party added (some of which can be very funny)
That being said the person who flagged the question will never be made public UNLESS the flagging party divulges it.

What if the particular flagger has particularly flagged the postings of another specific user on multiple Qs. Does this affect the mods interest in responding to that flagger’s flags [at least with regard to that particular poster]? In other words, do you all take note of what might be described as pissing contests?
Well- for me I take each flag and check to see if the post meets guidelines. Who sent the flag does not have any effect on my action at all. If the flagged quip meets guidelines it stays if not it is removed.
If one user is falsely flagging another user across the board in a sort of a vendetta chances are the mod team might send out a gentle pm to the user letting them know the flagged posts met guidelines etc. (Since becoming a mod I have not seen anyone blatantly do this.)
As @Dog says, I haven’t seen anyone go after another member via flags. We do occasionally get people who abuse the flag system, by flagging every answer they don’t like or don’t agree with (even though they are well within the guidelines). Those folks will get a PM about using the flagging system appropriately.
We do take notice of ‘pissing contests’, and will intervene if necessary. But the few we’ve had have all been brought to our attention in other ways.
