I want to know this because one of my Youtube subscriber has the icon next to this sentence :Lets Talk! What’s going on??. Do they want to talk to me or is that just some kind of bulletin?

Is it the same megaphone that you see in roughly the center of this screencap?
If so, that’s just an announcement from the user. Not specifically sent to any other follower, but to all of them.
