When a intensive conditioner says that it's a deep penetrating conditioner,is it a deep conditioner?

My bottle is called Re-Gro Treatment Intensive Conditioner and I just want to know if it’s a conditioner tha deep conditions like a deep conditioner.The description says that i’ts a deep penetrating conditioner formulated to strengthen hair during styling and protect new growth while repairing dry, damaged hair with exclusive emollients and special blend of vitamins restores moisture and leaves hair strong and healthy.

Also the directions says on how to use it:Apply to wet hair after shampooing.Leave on for 1 to 5 minutes depending on the amount of conditioning desired.
