The song in mention is Out of Touch by Hall & Oates, they have a 12 inch version also known as the Club Version but I was wondering when this version is released. Is it released same as the original or different time?

You’re evidently a vinyl collector. Not my thing, but I’m exploring retro music to escape the junk that’s popular now.
So no. Release on the original was ‘84, and the “Club” extended version came out in 2004. But to complicate things a 12 inch version was released in Europe on a French label on the same date as the original – 1984.
No idea where you could find the 12 in French release, or what it’s worth. I just listen.
In the US there were 2 main issues in 1984 7 inch and 12 inch.
To answer the original question I’d guess the 12 inch “club version” is the original and the shorter version on the 7 inch is a radio edit although looking at image of the discs on google it doesnt look like the distinction was made until later.
To add to the confusion it also look like there was a 12 inch promo issue with the shorter edit.
@JLoon the 2004 version is by a different group
@Lightlyseared So the 12 inch version is the original while the 4 min version the radio edit? Like the Total Eclipse of the Heart 7 min vs 4 min version
No idea. It’s just a guess.
